Summary
December: The JLA settles into its Secret Sanctuary. Lobo joins the Conglomerate under the name of General Glory. Full summary:
December: The JLA enters the old Secret Sanctuary headquarters located outside Happy Harbor, Rhode Island, and begins securing and repairing it. At the Conglomerate headquarters, Green Arrow attempts to join that team as part of an infiltration operation, but Maxwell Lord denies him membership and exposes him as a spy. The Conglomerate gets its first mission, stopping a terrorist attack at the United Nations building in New York (which is later revealed to have been staged). Lobo, having tracked Despero's course to Earth, arrives in New York before Despero's own arrival. He discards his tattered old bodysuit, replacing it with one he steals from a large biker. Planning to use super-beings as fodder to help take Despero down, Lobo learns of the Conglomerate and heads for Maxwell Lord's office to join it. Lord brings in an image consultant named Timothy Smythe to change Lobo's image. The whole Conglomerate team is refit in updated costumes, while Lord proposes to dress Lobo up as the golden age comic-book hero General Glory. Full summary:
January: Over the next week, a large-scale publicity and marketing campaign for the Conglomerate floods the media (including a Saturday morning cartoon), with General Glory the most popular member. But Lobo is beginning to crack under the pressure of being General Glory. Meanwhile, the JLA is disappointed at how quickly the Conglomerate has replaced the JLA in the public's eye through the media campaign. The visiting Batman points out that this General Glory is a street fighter and likely a self-trained killer posing as a superhero.
