February, 1986: Poison Ivy is broken out of jail by the Enchantress to join her new Secret Society of Super-Villains, which so far includes herself, Starstriker, and the Super-Scavenger. But when Poison Ivy instead escapes to pursue her own plans, the two decide to recruit the Floronic Man instead. They have also kidnapped a powerful blond woman. At the Meta-Human Rehabilitation Agency (MHRA), Mayflower asks Captain Comet for a leave of absence to visit her mother in England after the shrinking crisis of the invasion. Comet suggests bringing the Cheetah II with her. Lesla-Lar (Valor) offers to help Karin Grace test her battlesuit. In Bludhaven, three members of Black Mask's False Face Society are captured by a new hero called the Golden Wasp, who is actually Killer Moth. The Super-Scavenger steals the Fadeaway Man's magical cloak. In England, Rachel Green (Mayflower) and Debbie Domaine (the Cheetah II) arrive at Rachel's mother's house, where she learns that the Floronic Man is her father. After a brief battle, Mayflower goes with Floronic Man to save the Cheetah II's life. Star Sapphire II arrives to pick them up. The Enchantress now wears the Fadeaway Man's magical cloak. She and Starstriker discuss the powerful blond woman they kidnapped from another dimension. Harbinger (Lyla), now working for MHRA, speculates that both Starman and Argus gained their powers from the same source. Captain Comet and the Rehab Squad respond to a prison break, where they encounter Starstriker, the Hyena, Killer Frost II, Black Spider, and the Spook, who takes T.O. Morrow with him elsewhere. The Cheetah II, having alerted Harbinger of Mayflower's abduction, returns to the U.S., and the team tracks down Mayflower's location to an old prison in Los Angeles. There, Mayflower searches for a way to escape from Floronic Man and Star Sapphire II. [“Captain Comet's Rehab Squad: Heroes and Villains, Chapter 2: Prison Break”]
T.O. Morrow quickly assembles a new android body for Red Tornado, then the Enchantress commands the Tornado Tyrant to enter it. On Earth-2, the original Red Tornado (Ma Hunkel), whose body has contained the Tornado Champion and his powers since the Crisis, foils a few criminals and then experiences a surge of power as feedback from the Enchantress's spell affects her. Back on Earth-One, the Enchantress completes her spell, forcing the Tornado Tyrant to animate Red Tornado's android body. The Floronic Man transforms his daughter Rachel into the plant girl known as Blossom. She, in turn, uses her powers to cut him off from the Green. Captain Comet and the Rehab Squad burst in on the Enchantress just as she prepares to eliminate all scientific laws during an event called the Conjunction, and they battle the Secret Society of Super-Villains (including a villainess called Knockout) and the Red Tornado. Valor and Goldstar (Karin Grace) soon join them. The Enchantress, Knockout, Super-Scavenger, and Star Sapphire II disappear, while all the others except the missing Killer Frost II are captured. Blossom (Rachel Green) rejoins the team. Captain Comet hopes to fix the Red Tornado with the help of Dr. Will Magnus, creator of the Metal Men. Karin Grace, calling herself Goldstar, recalls an otherdimensional adventure with Valor against a villain called Dax. Valor (Lesla-Lar) accepts a position as the team's science consultant. Dr. Magnus arrives and repairs the android body but cannot restore the Tornado Tyrant that inhabited it. Blossom uses her elemental status to communicate with the Tornado Tyrant, who inhabits the android body once again. The Red Tornado comes to life, not remembering anything since the Crisis, and leaves to look up his friends and allies. The Enchantress and her allies plan to find more members for their team. A mysterious metal-masked woman sees Dolphin on television and vows to have her. [“Captain Comet's Rehab Squad: Heroes and Villains, Epilogue: Red Tornado Reborn”]
